Our work continues to center on fostering dialogue, strengthening institutional processes, and ensuring that Vassar remains a place where all members of our community feel seen, supported, and respected.<\/p>\n\n\n\n<p>As a group, we do not investigate or adjudicate incidents of bias, discrimination, harassment, or violations of College policies. Instead, we convene the various offices and constituencies responsible for these areas to strengthen institutional processes, improve communication among offices, and coordinate institutional responses such as campus-wide communications, training, and additional programming.<\/p>\n<\/div><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Student Survey (same one from Sunday email)<\/h2>\n\n\n\n<p>Vassar is conducting a survey to gather perspectives on student experiences in key areas such as sense of belonging, classroom inclusivity, access to support services, campus dialogue, freedom of expression, experiences with fair treatment, and career-related opportunities. The survey takes under 5 minutes to complete. Contact Bini Tesfamariam at&nbsp;<a href=\"mailto:btesfamariam@vassar.edu\">btesfamariam@vassar.edu<\/a>.<\/p>\n\n\n\n<div class=\"wp-block-group has-cream-background-color has-background\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<h2 class=\"wp-block-heading\">Newly-Launched Belonging and Thriving Site<\/h2>\n\n\n\n<p>Vassar recently launched a new \u201c<a href=\"https:\/\/vassarcollegecis.msnd3.com\/tracking\/lc\/8133e208-ce0a-45e4-88ef-1331ecb3e182\/c6d144a2-1d15-4e8c-93d2-1bfee5eafc7f\/7269ef03-3141-4b4f-89de-236eb66c0483\/\">Belonging and Thriving<\/a>\u201d website aimed at expressing how we foster a campus environment where everyone has a genuine place, and where structural supports exist so that we all can thrive. It also provides the roadmap (terminology, initiatives, reporting mechanisms) that connects high-level values with operational practice.&nbsp; It is a framework for how Vassar translates the ideal of \u2018belonging\u2019 into concrete practices, programs, and measures of climate going forward.&nbsp;<\/p>\n\n\n\n<p>Over the summer, we also revised and reposted Vassar\u2019s&nbsp;<a href=\"https:\/\/vassarcollegecis.msnd3.com\/tracking\/lc\/8133e208-ce0a-45e4-88ef-1331ecb3e182\/18f041d8-f273-4bfb-a6f3-f56969019095\/7269ef03-3141-4b4f-89de-236eb66c0483\/\">Statement Condemning Antisemitism, Islamophobia, and Other Demeaning Speech<\/a>. The update shifts language from \u201cIslamophobia\u201d toward \u201canti-Muslim discrimination\u201d and clarifies how federal civil rights law (Title VI) may apply when discrimination is tied to race, ethnicity, or national origin. The revised statement reflects Vassar\u2019s ongoing commitment to clear, educational, and legally-grounded communication about bias and discrimination. It also articulates why some forms of hateful speech may constitute protected speech and thus may fall short of constituting violations of Vassar policy or federal and state laws.<\/p>\n<\/div><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Training and Education<\/h2>\n\n\n\n<p>The group has invited the Academic Engagement Network to lead a second workshop for administrators this fall on Title VI and its applications in higher education. The session will help strengthen our shared understanding of how antisemitism, anti-Muslim discrimination, and related conduct intersect with campus policy and federal law.&nbsp; For administrators interested in learning more about this opportunity, contact&nbsp;<a href=\"mailto:climate.group@vassar.edu\">climate.group@vassar.edu<\/a>.<\/p>\n\n\n\n<p>This work builds on recent professional-development efforts, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/vassarcollegecis.msnd3.com\/tracking\/lc\/8133e208-ce0a-45e4-88ef-1331ecb3e182\/83f511d5-d94f-4655-83a3-ada0066be394\/7269ef03-3141-4b4f-89de-236eb66c0483\/\">Foundational Training in Restorative Justice for Higher Education<\/a>, conducted at Vassar this past summer by the University of San Diego and led by David Karp, Luis Inoa, and Amanda Munroe. Students, staff, faculty, and administrators were invited to host tables that highlight how their interests foster belonging and community on campus. We also hosted a Listening with Purpose Workshop. This was a professional-development opportunity for employees to strengthen communication and restorative skills across difference. These integrated approaches help ensure that cases are handled consistently and with care, while minimizing duplication. Members also continue to refine how campus offices guide students and employees to the right resources, whether through formal processes or restorative and educational options.<\/p>\n\n\n\n<p>To continue this important work, the Office for Institutional Equity will also be establishing an Institutional Equity Student Advisory Group to ensure that student voices remain central to how we understand and respond to issues of bias and discrimination on campus. In addition, Institutional Equity is developing periodic workshops (e.g. Emotional Intelligence, Professional Boundaries, Feeling Threatened, Stress &amp; Burnout Awareness, and other sessions), which will be identified in coordination with this new group.&nbsp; Interested students can contact&nbsp;<a href=\"mailto:equity@vassar.edu\">equity@vassar.edu<\/a>.<\/p>\n\n\n\n<div class=\"wp-block-group has-cream-background-color has-background\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<h2 class=\"wp-block-heading\">New York State Updates on Title VI Coordination<\/h2>\n\n\n\n<p>As of August 26, 2025, New York State now requires all colleges and universities to designate a Title VI Coordinator. Vassar fulfilled this requirement in advance with the&nbsp;<a href=\"https:\/\/vassarcollegecis.msnd3.com\/tracking\/lc\/8133e208-ce0a-45e4-88ef-1331ecb3e182\/47ac2a48-6049-442a-b6d0-d5382b916567\/7269ef03-3141-4b4f-89de-236eb66c0483\/\">appointment of Dr. Brian Van Brunt<\/a>&nbsp;as the College\u2019s first Institutional Equity &amp; Title VI Coordinator in November 2024.&nbsp;<\/p>\n\n\n\n<p>Situated within the Office for Institutional Equity, this role enhances visibility, ensures direct access to senior leadership, and aligns institutional practices with evolving state and federal mandates. As you know, Vassar is a bold institution and always has been since its founding as a women\u2019s college in 1861. Matthew Vassar had as his goal not only initiating a transformational women\u2019s college but also changing the era for women. He was successful in this dream, and we can continue to take inspiration from this history of making accessible the highest quality higher education.<\/p>\n\n\n\n<p>We are deeply concerned about revocations of visas, the detentions, and the deportations of international students and colleagues in higher education nationally; this has not happened on our campus, and we will not provide personal information to any agency without a court-ordered warrant.<\/p>\n\n\n\n<p>International students, faculty, and employees are integral to academic communities, and they enrich all of our lives. We are committed to protecting them in every legal way we can. We will be offering educational workshops and one-on-one educational counseling with the Pace University Law School Immigration Justice Clinic in May to equip employees with as much information as possible to understand and protect against risks in this current climate. Students should continue to work through the Office of International Services and Andrew Meade, Director of International Services and Assistant Dean of Student Growth and Engagement. For additional legal concerns, Shay Humphrey, General Counsel, is also available. Watch your email for educational offerings. In this context, we may expect lower yield from first-year international students in the fall, although we will do everything we can legally to facilitate their smooth entry to and thriving at Vassar.<\/p>\n\n\n\n<p>For many decades, American universities and colleges have been the site of critical breakthroughs in the sciences and other disciplines. Vassar stands by our commitment to the pursuit of excellence and academic freedom. In terms of future NIH and federal research funding, the landscape is unclear. We are part of a lawsuit undertaken by ACE (the American Council on Education) pertaining to cuts in NIH funding.<\/p>\n\n\n\n<p>Conversations in Washington, D.C. about the endowment tax are ongoing, and I will return to the Hill in early May to advocate against this tax, which could dramatically damage many institutions of higher education. I will keep the campus community posted on any progress on this. The market downturn as well as the general uncertainty in the country and globe may also affect philanthropy and our endowment value, and we are assessing alternative options for weathering this challenging time. No decisions have been made, and none will be made until we have greater clarity about the financial conditions we will face. As always, I will update the community regularly as we gain more clarity.<\/p>\n\n\n\n<p>The actions coming from Washington to deport non-citizens without due process, attack higher education, disrupt programs in science and health, and cause havoc in the economy are unnerving, and the times ahead will likely be difficult. I take comfort in this community and the fact that Vassar has endured the U.S. Civil War, two world wars, and several pandemics; throughout, Vassar has continued to provide the best education it can. During COVID, our guiding principles were to protect the most vulnerable and focus on the community (\u201cWe proceeds me\u201d), and those principles still guide us. The senior leadership team and I are committed to being as transparent as possible; please be in touch anytime to discuss these issues further.<\/p>\n\n\n\n<p>&nbsp;During such times, finding joy in community can lift our spirits and buoy the college. With this in mind, I invite everyone to a celebration where we can see each other face to face, enjoy food and activities together, and relish in the beauty and healing power of the nature around us on this gorgeous campus. The event was intended to foster a thoughtful and open conversation on the complex intersections of hate, speech, and identity. The panel was a part of the Engaged Pluralism Spring Series and focused on the use of dialogue as a tool to be introspective about one\u2019s own position. The Engaged Pluralism team asked participants to listen to viewpoints that may be different from their own, and to be open to changing one\u2019s assumptions about an issue because of the conversation.&nbsp;<br><br>During the event, an attendee unaffiliated with Vassar interrupted the moderated discussion to read a prepared statement that included Islamophobic, Anti-Muslim sentiments. The attendee\u2019s conduct was hateful, intimidating, and antithetical both to our values of inclusion and respectful debate and to the spirit of the event. The event organizers briefly paused the event while Campus Safety promptly escorted the visitor out of the event and off campus. Several other minor disruptions occurred, which were managed by Vassar administrators and staff, and the panel continued.&nbsp;<br><br>Hate has no place in our community. Islamophobia and all forms of discrimination have no home at Vassar. We reaffirm our commitment to maintaining a campus environment where all individuals feel safe, respected, and heard\u2014and where difficult conversations can take place with integrity, care, and intellectual curiosity. This year\u2019s report included 135 schools\u2014up from 85 last year\u2014and Vassar's grade places us in the top 36% of institutions that scored an A or B. We recognize that this work is ongoing, and we are committed to continued learning and community engagement around antisemitism, Islamophobia, and all forms of hate and bias.<\/p>\n\n\n\n<p>Vassar has nearly concluded the investigation and community expectations process related to the December 13th vandalism. Community members from Tufts, Columbia, Brown, Georgetown, University of Minnesota, and other schools have been affected. The Secretary of State has reported that more than 300 student visas have been revoked. We have not experienced this directly at Vassar, but these actions affect us all. I want to clearly communicate that at Vassar we are resolutely committed to lawfully protecting all of our community members.<\/p>\n\n\n\n<p><a href=\"https:\/\/offices.vassar.edu\/international-services\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Office of International Services<\/a>&nbsp;is an important resource on campus that can provide information for students. Andrew Meade, the Director of International Services and Assistant Dean of Student Growth and Engagement, has held information sessions and is available to meet individually with students who have questions.<\/p>\n\n\n\n<p>You may have read reports of colleges being asked by the federal government for personally identifiable information. This has not happened at Vassar. Access to student education records, which are protected under the Family Educational Rights and Privacy Act (FERPA), requires an arrest warrant, a search warrant, or other lawful court order to authorize disclosure. Vassar follows all legal requirements, including notifying students of external records requests when applicable.<\/p>\n\n\n\n<p>If you are approached by U.S. Immigration and Customs Enforcement (ICE) agents, refer them to the Vassar General Counsel, Shay Humphrey at\u00a0<a href=\"mailto:shumphrey@vassar.edu\" target=\"_blank\" rel=\"noreferrer noopener\">shumphrey@vassar.edu<\/a>, or the Director of Campus Safety, Arlene Sabo at\u00a0<a href=\"mailto:arsabo@vassar.edu\" target=\"_blank\" rel=\"noreferrer noopener\">arsabo@vassar.edu<\/a>. If you are presented with a warrant, contact the Vassar General Counsel. Vassar will follow the\u00a0<a href=\"https:\/\/docs.google.com\/document\/d\/1_yitjqavITGHIOlf0EO7eMjzvyjaca9Ql4MfouwXVKU\/preview\" target=\"_blank\" rel=\"noreferrer noopener\">Response to Subpoena or Warrant<\/a>\u00a0policy.<\/p>\n\n\n\n<p>We have consulted with immigration attorneys, and their recommendation is that green card holders and international students, faculty, and non-faculty employees should consult with an immigration attorney and carefully evaluate potential risks before making international travel plans. As we have witnessed, an individual\u2019s visa may be revoked, or a travel ban on a particular country imposed without notice. This could make re-entry into the US difficult or impossible in certain instances. U.S. Customs and Border Protection takes the position that travelers do not have a right to an attorney during inspections at U.S. border crossings and entry points; however, a traveler may make a request to contact their attorney, so it is helpful to ensure that you have that information when traveling. For international students who, due to such circumstances, are concerned about returning home during the summer, the Dean of College area will provide consultation and support regarding housing. &nbsp;<\/p>\n\n\n\n<p>At points of entry to the U.S., a traveler\u2019s digital device (e.g., cell phone, tablet, computer) can be searched without a warrant. Anything found on a device can be used to deny or restrict entry or in a later proceeding against the individual. Immigration attorneys recommend that travelers cooperate during any search conducted at a point of entry, as consequences for failing to cooperate or unlock devices may ensue; however, travelers are cautioned against providing any unnecessary information or signing any documents without legal advice, during these searches.<\/p>\n\n\n\n<p>I am actively working with lawmakers across the political spectrum in Washington, D.C., Additionally, we are collaborating with peer institutions and through associations like the American Council on Higher Education (ACE) and the National Association of Independent Colleges and Universities (NAICU). Nick Anderson, a former reporter covering higher education who is now at ACE advocating for higher ed, recently&nbsp;<a href=\"https:\/\/www.linkedin.com\/posts\/nick-anderson-higher-education_higheredbuildsamerica-activity-7312132138752008192-YBiG?utm_source=share&amp;utm_medium=member_desktop&amp;rcm=ACoAAEwGpnsB1dQlnimPB3HycekYq3QA_GldfaU\" target=\"_blank\" rel=\"noreferrer noopener\">posted to LinkedIn&nbsp;<\/a>about international students\u2014highlighting how much they bring to our schools and our country. To remain prepared to respond to the current environment, Vassar is working with the National Association of Independent Colleges and Universities (NAICU) and the American Council of Education (ACE) to advocate for our needs, and I am spending more time in Washington meeting with elected officials\u2013Republicans and Democrats\u2013to discuss Vassar and the critical role of higher education in both American society and the global economy.<\/p>\n\n\n\n<p>In recent weeks, the Department of Education has reminded institutions of federal anti-discrimination laws\u2014that institutions cannot confer or withhold educational benefits on the basis of race, color, or national origin. In addition, we are guided by our&nbsp;<a href=\"https:\/\/www.vassar.edu\/inclusion-and-equity\/policies\/statement-on-academic-responsibility-and-respect\" target=\"_blank\" rel=\"noreferrer noopener\">Statement on Academic Responsibility and Respect for Persons<\/a>, and we strongly endorse free speech\u2013including peaceful protest\u2013recognizing that it may not be used to incite violence, undertake discriminatory harassment, or disrupt educational opportunities of others.<\/p>\n\n\n\n<p>Vassar is standing strong. Like any complex system, higher education is not perfect, but it holds extraordinary potential to advance equity and opportunity. Across higher education, candid self-examination and bold action are necessary to realize that potential. Since our founding, Vassar has led by opening doors that were once closed, and we continue to carry that responsibility today. We are committed to ensuring that education remains open to all who seek it, regardless of background or belief. That means maintaining strong financial aid, supporting academic freedom, and cultivating a community where everyone can thrive. Accessible, open education is the foundation of a free and just society\u2014and we will continue to do our part to sustain and expand it.<\/p>\n\n\n\n<p>Finally, the House of Representatives is considering an expanded endowment tax on colleges and universities, which would have dire consequences for Vassar. Our generous financial aid (approximately $80 million per year) is made possible by about $70 million per year generated by the endowment and $9 million per year generated by the Annual Fund. The public policy justification for such a new tax\u2013were it to apply to small, independent liberal arts institutions like ours\u2013remains elusive. Taxing our endowment will make it hard for us to sustain our generous financial aid policies.<\/p>\n\n\n\n<p>Please be assured that I am busy making our concerns known to policymakers on both sides of the political aisle in Washington. I will keep you updated as more unfolds from the Department of Education, and if you have questions, please let me know.<\/p>\n\n\n\n<p>Additionally, as I presented in this week\u2019s administrative and staff forums and the faculty meeting, my trips to Washington D.C. as part of the National Association of Independent Colleges and Universities revealed several concerns that we are actively monitoring and assessing. These include the potential for a larger endowment tax Vassar may face as well as possible loss of research funding from the National Institutes of Health and National Science Foundation, among other risks. In my visits with elected officials and staff members, I advocated for higher education and the substantial positive impact we have on the community\u2014putting $435 million and 2,500 jobs into Dutchess County annually. Additionally, we continue to be need blind and meet full demonstrated financial need for students and have far higher-than average graduation rates, lower debt, and strong post-graduation employment and graduate school numbers. Our collaborations through the&nbsp;<a href=\"https:\/\/offices.vassar.edu\/community-engaged-learning\/\">Office of Community Engaged Learning<\/a>,&nbsp;<a href=\"https:\/\/www.vassar.edu\/node\/3296\">the Preserve<\/a>, the&nbsp;<a href=\"https:\/\/www.vassar.edu\/vassar-education-collaboration\">Vassar Education Collaboration<\/a>, and&nbsp;<a href=\"https:\/\/offices.vassar.edu\/exploring-transfer\/\">Exploring Transfer<\/a>\u2014to name just a few\u2014continue to show our deep commitment to this community.<\/p>\n\n\n\n<p>Even as higher education is being criticized and faces some future risks, it is most important during this time that we focus on the meaningful, important work we do as students, faculty, administrators, and staff. Education is the bedrock of a free and just society; let us continue our efforts to open educational opportunities for all and work toward a better collective future. The campus climate group, which came into existence in late Fall of 2024, continues to meet to address reported concerns as well as review national trends, research and current incidents, and responses at other similar institutions.&nbsp;We recently launched a new web site, \u201c<a href=\"https:\/\/www.vassar.edu\/about\/belonging-and-thriving-at-vassar\" target=\"_blank\" rel=\"noreferrer noopener\">Belonging and Thriving at Vassar<\/a>,\u201d where we will post ongoing updates about this work.<\/p>\n\n\n\n<p>Since we last wrote, there have been some changes in the Title IX policy following the recent federal court ruling on January 9th 2025, which vacated the U.S. Department of Education\u2019s Title IX 2024 Regulations.&nbsp;The Equal Opportunity and Affirmative Action \/ Title IX (EOAA\/TIX) Office will write soon with more information about how this impacts Vassar Policy.&nbsp;As we continue to respond to the external environment, Vassar remains unequivocally committed to upholding and enforcing Vassar\u2019s nondiscrimination policy. Gender identity and expression and sexual orientation remain covered by <a href=\"https:\/\/offices.vassar.edu\/eoaa\/wp-content\/uploads\/sites\/39\/docs\/Discrimination-Harassment-Sexual-Misconduct-Policy.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">College\u2019s Interim Policy Against Discrimination, Harassment, and Sexual Misconduct<\/a>. This policy provides protections for all individuals against discrimination or harassment based on actual or perceived race, color, national origin, sex, sexual orientation, gender identity, gender expression, pregnancy, marital status, domestic status, and familial status, among others.&nbsp;<\/p>\n\n\n\n<p>Meanwhile, Campus Safety continues to investigate the December 13th vandalism.&nbsp;Once the investigation is complete, any relevant information will be referred to the Office of Community Expectations to <a href=\"https:\/\/docs.google.com\/document\/d\/1vs7lcxdVVZQPh0ElEcqmapI4PWHg1Qi1VF0Cymb2Ehc\/preview?_gl=1*121gb83*_ga*MTIxMDMwMTAyLjE3MDczOTkzODQ.*_ga_GK60KNYSK7*MTczODU5Nzk3My4zMTEuMS4xNzM4NTk4MDE4LjE1LjAuMA..&amp;tab=t.0\">begin its process<\/a>.&nbsp;The Family Education Rights and Privacy Act (\u201cFERPA\u201d) prohibits the public release of student conduct information without consent, except in emergencies or court orders. While we cannot share information about individual student cases, we will update the community at the conclusion of this process.<\/p>\n\n\n\n<p>As part of the College\u2019s proactive efforts to maintain a healthy campus climate, the Engaged Pluralism team recently announced their Spring 2025 Event Series, including a <a href=\"https:\/\/www.vassar.edu\/news\/events\/2025\/conversation-free-speech-media-lawyer-and-author-ian-rosenberg\" target=\"_blank\" rel=\"noreferrer noopener\">special Q&amp;A today at 5:30 p.m.<\/a> with Ian Rosenberg, author of <em>The Fight for Free Speech: Ten Cases That Define Our First Amendment Freedoms<\/em>.
